Owen Dir,_;tor, Antarctic Staff 25X1 A9 25X1 A9a SUBJECT: Department of State Invitation to - to particpate within an advisory group relative to Antarctic matters Following a discussion concerning the problem raised by the Norwegian intention to withdraw from Antarctic research at the end of the Antarctic winter, (December 1959), Mr. Owen stated that Ambassador Paul C. Daniels, Special Adviser on Antarctica, had recommended that an invitation be extended to me to join a group of advisers assembled by the Department's Antarctic Staff. The function of the group is to assist in the exploration of problems and solutions relative to the preparation of US position papers for the forthcoming Antarctic Conference, scheduled for 15 October 1959 in Washington, D. C. The group presently consists of Mr. Alan Neidle of the Office of the Legal Adviser, Captain Eugene Davis, USN, representing the JCS and the Department of Defense, and Mr. Larkin H. Farinholt of the Office of the Science Adviser. Other participants are invited on special problems as they arise. Ambassador Daniels felt that it would be desirable to have the Agency represented much in the way that it is on the Working Group on Antarctica, OCB. The group would continue to function during the period of the Conference as an advisory staff to the US delegation. Of course, neither Captain Davis nor I would be publicly identified as members of the advisory staff. I advised Mr. Owen that I would have to refer the matter to my superiors for final consideration and approval.
