Approved For Release 2000/04 865R000300030001-7 5 April 1968 MEMORANDUM FOR THE RECORD SUBJECT: Addendum to German Nationalist and Neo-Nazi Activities in Argentina The sources used in the preparation of this study were provided through CIA library reference services and special procurement facilities of FI/RQM/ OIS. Although the requested coverage obviously was very broad and a large number of sources were consulted, three significant documents did not come to light until a later time in connection with another study. These documents contain information from interrogation reports which materially alters the view of the relationship of Hans Rudolf Leo IIARNISCH to the NSDAP and the SD in Argentina given in the U.S. Department of State's "Blue Book on Argentina", which was used as the basic reference in preparing the summary on Iarnisch included in this study. The interrogator concluded that Harnisch had been deliberately over-rated as an intelligence figure and ascribed a role as the head of an espionage organi- zation which he did not in fact occupy. This was accomplished through a series of fabrications by the Argentine police which were prepared under the immediate supervision of Juan D. PERON and Ludwig FREUDE with the purpose of covering their own collusion with the German Government, Auslandsorganization and SD, and their acts involving of ial Argentine Government collusion with Germany despite the nominal neutrality of the latter, during World War II. The interrogation reports strength- en and support the identification made in this study of Ludwig Freude as the true head of the.Nazi stay-behind organization in Argentina and as an intimate adviser of Juan D. Peron. The documents also identify General Pistarini as the eminence gris who laid the foundations of the Freude-Peron relationship and arranged protection for Freude from police investigation before a control mechanism was set up for the protection of favored persons through the newly-formed Coordination Federal as a special section of the police organization. They tend to deny altogether that Harnisch was a representative of Adolph Hitler in Argentina, while explaining the slender basis of appearances out of which this allegation was contrived.
