Chairman, Clandestine Services Training Comairittee (CSTC), reported that Iraining requirements are coming in slowly. The Office of Train- ing OTR) reported on the status of reviewing qualifications of instruc- , tore prior to their assignment 2. The semi-anmal report on Language, Area, and External Training, a simplified version of its quarterly predecessor, will be ready for dis- semination next week. It provides information on individual student performances in each course. x ~ 3. Progress was reported in developing a special half-day orientation for returnees patterned after the Induction Course. The Chief, Operations School, agreed to confer with the PP Staff to determine the nature, scope, and emphasis of the substance of the proposed course. This data will assist OTR in preparing a meaningful long-range schedule, provided the estimates and the actual training requests are reasonably consistent. Chief, Basic School, will determine a suitable date for the next prey tation of the Administrative Refresher. The coarse is ready and will. be offered in the even c en requests are received. Chief, Assessment and Evaluation Staff, OTR, discussed procedures for handling referrals to his staff. The proposed procedures will ba coor- dinated with members of the CSTC and considered at a future meeting. 12. The Chairman, CSTC, reported that the Career Service System within DD/P provided for a single category, known as the "D" category, for all DD/P personnel during their first three Years of service and for a few senior DD/P personnel who do not serve as specialists. The sig- nificance of this status was discussed in terms of the development of training standards. It was concluded that this situation presented a need to clarify the pattern of training which should be provided during the three-year period and that this subject would be introduced for further discussion in connection with the development of training stan- dards. 13.
