Russian Language Instruction

1. The new Russian Language Course at the Foreign Service Institute
will begin on 3 January 1949 and continue for a period of four months.
On the basis of past experience, we have decided to make this a more
intensive program so as to insure greater fluency in conversational Russian.
Five bona fide applicants have been approved by branch chiefs and their
names appear on separate memoranda which will be called to your attention.
2. The students in this course will spend all day at the Foreign
Service Institute studying under the supervision of linguistic scientists
and native informants. Native informants will be available to them throughout
the day, not only for class drill and instruction but also for individual
use when individual instruction is advisable for students who may fall
behind.
3. Your approval is requested for the payment through OSO/CIA funds
of native speakers in Russian for this language course. The native speakers
will be hired, paid and supervised by the Foreign Service Institute but
the money will be drawn out of OSo/CIA funds allocated to the Foreign Service
Institute for that purpose. (Reference: Memo to Mr. Hall, Dept. of State

4. Payment would be at the rate of approximately ~2.O0 per hour for
six hours per day, 30 hours per week, for a total of not more than 510 hours
over a 17 weeks, period.
