n peetor General in connection with his recent survey of the Office
OWhile it is recognized that sp :ce allocations 'Within
thh:e Agency are at a premium and there is virtually, no
additional space a vaileble'. consideration must be given
an over-a11 revitw of space allocation within OCR, even to
the extent of acquiring additional space through intra&-
Agency* shifts to alleviate some of the more pressing
apace problems which are now affecting efficiency and
tMorale.
'Annther a :esirsable space condition exists In the
Graphics Regi?star in building,, 1l,, where the film a nalyst8
and the film librrurysy is w1deiy separated from the film
vaults (two floors) One of the secretaries in the
Analysis Section of the 'Film Branch (t:kird floor) is
lacate in a sail room on the first floor. The photo-
graphic e. lelyste must walk the length of the entire
building. to consult the rester file in the Photographic
Library, often as many as four or five times daily. The
entire building is 'creaky' and overloaded with h.eevy
safes: and tremendous film racks. In this Fituction, time
and effort is wasted because of space cone.itions which
require extra: eteps and multiple handling of material.
The Biographic Register has requested that air
conditioning be ins t*.l.1ed in the third floor of than
North Building to permit that over crowded Brencb, to
utilize a..oe of th.e unused space. OCR has been in-
formed that the action cannot be taken because of
GSA regulations to which a consid.era ble portion of the
