Includes, estimates proposed to the IAC as a program. These
are proposed by the Board of National Estimates after con-
sultation with the NSC, the EIC, the SEC, the JAEIC, and the
IAC member agencies. Also included are those proposed by
Board and those requested by DCI on an ad hoc basis. The
program of estimates is of course design`ed`To anticipate
policy needs and therefore endeavors to reduce to a minimum
the ad hoc requests placed on the IAC by the NSC and the
policy she of State and Defense.
These requests by and large are received informal]y through
the CIA personnel working with the NSC and its subordinate
staff components: DCI as advisor to NSC; DD/I as advisor
to the NSC Planning Board; and the ONE staff representative
on the NSC Board Assistant level.

or in one- of the Bureaus. Occasionally come direct from
Secretary, of State or the Undersecretary. Usually through
the Special Assistant, Intelligence, Department of State.

Program or via NSC.
