TEMORANDUM FOR: Director of Central Intelligence
SUBJECT : ORR Progress on Matters Covered by IG Report
1. I attach a detailed memorandum relating the steps that have
been taken to overcome the deficiencies noted by the Inspector General
in his survey of ORR last spring. I have carefully gone over this
with Dr. Guthe and-have ascertained by my ov n visits to the area and
reports of my' staff that this report correctly reflects conditions in
the office.
2. In fact, I would go further and state that I am highly pleased
with the quantity and quality of output of the office, the energetic
25X1A9a leadership of Dr. Guthe, and the other principal officers and
feel the shop is in good hands with bright prospects. I an bolstered in
this by reports of its continually enhanced prestige elsewhere in the,U.S.
25X1 C8a intelligence community, in and in the
academic world. In sum, I have concluded that the deficiencies found
by the Inspector General were the final manifestations of growing pains
and the integration. I directed of its communications intelligence people
and the functional branches--which presented on a smaller scale many of
the difficulties experienced when OPC and OSO were merged into the
clandestine services.
3. I and my staff shall continue to observe ORRIS progress closely
in order to insure that it continues to grow in maturity and effectiveness.
I have sent a copy of this memorandum and the attachment to Mr. Kirkpatrick
for any comments he may care to make to you.
