SUBJECT: Recommendations pages 201 and 294 of the
report of the Inspector General on his
inspection of the Technical Services Staff
REFERENCE: DD/P Memorandum of 7 August 1957 In
response to the recommendations of the
Inspector General ( T S r s //,?o 2 7 / A - 7 S
1. This memorandum submits recommendations for the approval
of the DCI. Such recommendations are contained in paragraphs 3 and 4.
2. In the referent memorandum we asked that DDfP comments on
the recommendations of the I. ti. on page 291 be deferred until January
1958 as the comments on these recommendations would depend on the
results of the DD!P study of the I. G. recommendations made on page
294 with regard to the DDi P Materiel Board. Our further consideration
of these recommendations by the 1. G. have led to the following conclusions.
3. We prefer to preserve the TSS Advisory Committee as it is at
present rather than change it as recommended by the I. G. Obviously the
Inspector General had it in mind that the reconstituted TSS Advisory
Committee would assume the functions of the DD/P Materiel Board which
the I. G. recommended be abolished. We fear, however, that the Advisory
Committee as reconstituted would encounter much the same difficulties
as has the Materiel Board. As it is at present the TSS Advisory Committee
provides a useful forum for the review of certain developments accomplished
by TSS and we should like to keep it.
4. Rather than replace the Materiel Board with a reconstituted
Advisory Committee we propose to abolish the Materiel Board and establish
in its place a DDJP Technical Requirements Board. This Board will be,
less ponderous and less formal than the Materiel Board. We believe that

it will do a better job with less waste effort. The DD/P Technical
Requirements Board will be responsible to the DD/P and act for him.
It will have knowledge of what TSS is doing in research and development
and will assure that requirements placed on TSS (or Communications)
are reasonable and necessary and will contribute significantly to successful
operations.
