REFERENCE . Memo dtd 14 Jan 56 to DD/S fr DCI, subj: "Survey of
the Office of Communications, DD/S."
1. This memorandum:
a. is for information (paragraph 2 Tab A);
b. suggests action (paragraph 3, Tab B).
2. Forwarded herewith (Tab A) are the comments of the Direc-
tor of Communications on the survey of the Office of communications
conducted by the Inspector General. I am in general agreement with
s comments; however, there are a number of points
which require further detailed consideration, and in some cases
study and coordination with other activities both in and out of the
Agency, before we can appropriately reach a conclusion as to the
proper action to be taken. We shall proceed with this further study
without delay; nevertheless, it will require some time to complete,
and if you approve I shall submit a further report to you on or about
1 May 1956.
I am attaching herewith (Tab B) a commendation for

SUBJECT: Comments on the Survey by the Inspector General
of the Office of Communications
1. I forward herewith, my comments on the recommendations contained
in the Inspector General's report. You will note that I have made a statement
on each recommendation including those in which the Inspector General recom-
mends action by elements other than the Office of Communications.
2. I believe that in a few instances where I indicated non-concurrence
that the statements indicate a need for clarification of facts with the Inspector
General rather than disagreement. In one or two instances with this in mind,
I have specifically indicated a desire to have a discussion with the Inspector
General.
3. I wish to record my admiration for the members of the Inspector General's
staff who conducted the survey. They carried out what I am certain they found to
be a difficult task due to the complexities and technical facets of our work in an
extremely objective and thoroughly competent manner. I would appreciate your
bringing these remarks to the attention of the Inspector General.
