M EMORANDUM FOR: Director of Central Intelligence
SUBJECT Comments on the DD/S Reply to the Recommendations
in the IG Survey of the Office of Personnel
I consider that the DD/S has approached our recommendations
in an open-minded and constructive manner and consequently do not
wish to engage in any debate on those recommendations with which he
does not concur. However, I do wish to make the following points:
a. Perhaps the most important recommendation is no. 30,
in which we suggest ways of economizing in the number of
personnel administrators in the Agency. I feel very strongly
that considerable economies can be effected in this area.
b. With regard to recommendation no. 1, I have reported
before on the matter of representation for employees appearing
before agency employment review boards. I wish to reiterate
that our present system is one in which management holds all
the cards and, while perhaps appropriate in a highly sensitive
agency, could in no manner be considered a democratic process.
c. There appears to be a misinterpretation of recommenda-
tion no. 14. Our recommendation had nothing to do with public
relations, but was simply a suggestion that more senior CIA
personnel visit more colleges and universities to assist in
recruiting top-flight applicants.
d. Recommendation no. 24 is designed to impart some
urgency to a revision of the compensation system.
