The Acting Deputy Director (Administration) has asked me to comment to you on the memorandum dated 30 November 1953 reporting the results of the Inspector General's survey of the Personnel Office. In my opinion, the Inspector General's Report presents a sound analysis of the Agency's over-all problems in personnel management. I am at- taching some observations on those items which, as interpreted by this Office, seem to require elaboration to remove possible misunderstand- ings and to clarify the part of the Personnel Office in these matters. I feel that this Office was at some disadvantage in this effort since all of the attachments to the Report were not made available to me. 2. The Inspector General has expressed the intention of discuss- ing this Report with me. In view of the technical and administrative aspects of the problems involved, I believe that such mutual con- sideration of these problems would be beneficial to all of us. 3. The current interest in personnel management which is apparent throughout the Agency can be expected to have a positive effect in continued improvement in the Agency's personnel program.
