SUBJECT Inspection of Assessment and Evaluation Staff, OTR
1. Attached is a report of a special inspection of the Assessment
and Evaluation Staff, Office of Training. The request for this inspec-
tion was initiated by the Chief, A&E Staff, who took exception to a
recommendation by the Efficiency Task Force for a 25% reduction in the
personnel strength of his staff.
2. This inspection supports the view of the Task Force that
effective psychological services can be provided the Agency with fewer
employees than are now assigned to the A&E Staff. The report contains
specific recommendations for the formulation of policy defining the
Agency's needs for such services, the reorientation of the present A&E
program, and some organizational changes that will improve management
efficiency.
3. Also attached is a memorandum for your signature requesting
a report on the implementation of the recommendations by 15 August 1959.
