EMORANDUM FOR: Individual Government Components
Release of Project Developed Systems, Subsystems,
Components. Techniques and Technical Know-How
to Department of Defense
1. The following is forwarded to reaffirm the Project policy with
regards, to the release of Project information to other than Project cleared
personnel. This Headquarters has recognized the existing need for
imm ediate application of equipment and technical know-how developed within
the framework of this Project. It is our intention that such information be
made available to other Government components insofar as the need for the
continued security of this Project will permit.
2. The attached letter, forwarded to all contractors associated
this Project, outlines the policy of the "need-to-know" principle of
access which has continuously been applied to our program. In addition,
it outlines our initial instructions governing the release of information
concerning subsystems resulting from Project research and development.
3. Review of our experience with requests from other Government
agencies for the clearance of personnel to be made knowledgeable of the
Project suggest that those having, or believed to have, a valid need-to-know"
fall into the following categories.

d. Consumers of raw intelligence obtained by the Project.
e. Persons with broad Research and Development responsibilities.
f. Individuals engaged in collateral projects.
4. Effective immediately all requests for clearances will be sub-
mitted to this Headquarters in writing with an indication (which might well
be in terms of the above categories) of the nature and extent of the individual's
"need-to-know". Such requests, should, in all cases, be submitted well
in advance to enable a prior review of any indicated departure from the
established standards and further enable proper notification of contractors.
5. Your attention is invited to the fact that an overall procedure is
presently being established for the purchase of Project equipment by other
Government components. All suppliers will be advised upon final dstablishment
of such procedures.
