Naturally our general policy should be to try to meet ? requirements of the Air force as wall as we cen, explaining to them any .pedal difficulties or costs to which their requests will give rise. Accordingly, it is my understanding and recollection the Air force advised us some time ago that they would want two copies of all usable material from the larger cameras. Accordingly, the major restatement referred to above is unexpected only in that the Air Force is now asking that one of thesis copies be in the form of prints and only one of them in the form of transparency. I have no recollectioa of any previously stated requirement for the output of the tracking camera so this may be a new request. I suggest these matters he handled as follows: 2. 'With respect to the request for on* copy in the form of prints. I believe we should first obtain an estimate of the additional cost of meeting this request over and above the cost of furnishing a second duplicate positive or negative. The ? garnets of additional cost should, of course, include any capital costs that might be needed for an additional printer. With respect to the tracking cimara d certainly agree as I assume you already hafurnish accurate mission plots from the Agency's Interpretation Cantor and we should discourage the Air rare* from replotting the missions since it has been agreed for some time that the preparation of accurate plots is a service of common concern to be performed for all users of 4.QUATONE material in the Agency's Coster. On the other hand1 the three inch film might well have intelligence value to the Air Torce and I believe we should ogre, to supply copies provided the making of copies does not interfere with other MOT* important activities and the copies are not too costly. My Own impression is that we could acreage' to have Lastmaa prepare a duplicate positive of ell three inch film without great difficulty, but that the one turnaround printer may not have the capacity to tarn out two sets of prints of every role of three Inch film. If this surmise is correct. the Intelligence Requirements Officer should advise AFOIN: (a) that turaaround-priate either cannot be provided at all or can be provided only when capacity is available, sad (b) that a duplicate positive can be provided at a specified cost to the Government.
