Keeping in mind the desire and necessity for an operational base for OILSTONE/AQUATONE in the Mediterranean area, this head- quarters believes that Adana Air Base, Turkey, is the area best suited to the requirement. 2. Air base facilities in the way of operational areas, hangar space, fuel storage, messing and housing, fire fighting, medical care, and good security, are all available in sufficient quantity to support your requirement almost immediately. Such facilities are particularly lacking another location under consideration. Further, SAC stored at Adana is a ready source of additional necessary equipment and can be used for Project OILSTONE/AQUATONE. 3. The AWS has indicated that their operations out of Adana would pose no more of a problem than operations The AACS hass 25X1A indicated that Adana would be much more desirable from their 25X1A point of view, inasmuch as they have available at Adana a multiplex communications system and more personnel. This fact is also a great assist to the early establishment of weather facilities. 4. The nature of the base rights agreement and the negligible amount of Turkish Air Force use of Adana as compared to similar conditions further indicates movement would present numerous additional problems not associated with Adana.
