It has come to my attention that there has been some
usion in the past concerning the responsibility of suppliers and
other persons at the Base on the initiation and conduct of test pro-
grams. I would like to clarify this situation by first indicating that
each supplier is responsible for the development of his own product
and of its application to the program as a whole.
