MEMORANDUM FOR: Dir'ector of Central Intelligence
THROUGH : Deputy Director of Central Intelligence
SUBJECT : Attached Memorandum for Transmission to General
Twining
1. The attached was drafted pursuant to my telephone conversation
with the DCI on 11 December. I recommend that something like this be
sent to General Twining with a copy to Admiral Burke.
2. As the record now stands, the DCI has made a written request
to the Chief of Staff, USAF,: for facilities in the Far East and the latter has
rejected the request in writing. I believe it will clarify the record to trans-
mit a communication which makes clear:
a. That we have respected the wishes of the Air Force that
we stay away from -',
b. That we have considered and rejected the suggestion that
Detachment C be held for deployment to Pakistan;
c. That Admiral Burke has indicated that the Navy could pro-
vide facilities at Atsugi if the policy decision on the deployment of Detach-
ment C is favorable; and
d. That our request for such facilities is before Admiral
Burke.
