The circumstances of trip to Omaha were reviewed 25X1A 25X1 A by the undersigned with - prior to the group t s departure. At 25X1A that time we gave a consolidated list of senior Strategic Air Command personnel knowledgeable of or supporting Project AfUATONE. He was referred to Mr. Reber or for an appropriate list of 25X1A TALENT cleared Strategic Air Command personnel. It was decided, however, that the latter list of individuals would not be necessary as the briefing was essentially of an operational nature. 3. When queried for safeguard procedures the undersigned suggested 25X1A to confine the briefing to as few individuals as possible and require those in attendance to personally sign a roster which would be furnished the Project Security Officer upon the group's return. In addition, was requested to prepare an itinerary 25X1A memorandum for the record describing the trip, its purpose, and materials being carried. The attachment is reply to this 25X1A request. 4. In view of the sensitivity of materials carried by our senior Agency personnel during the course of such briefing assignments as out- lined in the attachment, it seems appropriate to consider the attendance of a Security representative to safeugard materials being transported. If this measure is not taken it is felt that we have only one alternative, and that is to require Agency personnel carrying Project materials outside of the metropolitan area of Washington, D.
