I am returning herewith y concurrince in Amendment No. 5 to Contract No. SP-I913. I feet that all concerned with this matter, notably yourself, deserve the highelit commendation for the maimer in which this contract was administered and settled. Z. Unless I am greatly misinformed, this is by fir the largest single contract we have negotiated and administered through this office. As such, I am anxious that Colonel L. K. White (DD/S) be aware of the settlement of this contract. I do not want the action with the company to be delayed, not only because I believe in reasonable expedition but also because I have the full responsibility for this action and in no way desire my responsibility to be diluted by consultation with the DD/S in advance of the event. I suggest, therefore, that you proceed to execute the Amendment but that you draft a brief memorandum to be sent to Colonel White upon his return explaining that because of the size and importance of this contract I believe he should see the Negotiator's memorandum (SAPC-26694) so that he will be aware both of the specific circumstances of this case and of the general policy we are following with respect to contract settlement. 3. 1 am inclined to believe that Mr. Garrison should also have an opportunity to see the Negotiator's memorandum if Colonel White feels that it will be of interest to him. Accordingly, I suggest that your memorandum to Colonel White indicates my willingness to have this document sent to Mr. Garrison for information and comment.
