Cover Publicity for Project CHALICE
1. The recent Soviet notes of protest and the several
speculative press articles of the past, which have reported the
U -Z having a camera carrying capability, have pronrmpted a Staff
publicity effort admitting to such a capability but associating it
with the furtherance of science rather than photo reconnaissance.
Z. The attached folder outlines and describes the publicity
that has been prepared and the manner in which it will be released.
It is believed that a public announcement of this sort, in a recog-
nized scientific publication, will help to reduce the effects of past
speculative articles should such be referred to in any future com-
plaints registered by the Soviet Union or other foreign powers.
