Because there have been some apparent misunderstandings in the past about the proper us* a I think It would be useful if I set down my thoughts on the subject, with the hope that by our mutual agreement we may diminish the likelihood of such misunderstandings. The following seems to me to be a reasonable set of ground rules: a. Th hannel will be used for selection, installa- tion and use of communications facilities, cryptographic procedures, cir- cuit citations, training and other similar purely technical communications matters. which have no implications in the command structure. b. Tb channel will not be used for subject matter that falls within the prerogatives of established command. In particular it will not be used for administrative and personnel matters. 25X1A c. Th channel will not be used to give advance communications guidance an pending operations until the responsible commander has bean notified through command channels, utilizing 25X1A channels of minimum distribution necessary. Z. I believe these rules will allow you the desirable flexibility in management of communications and yet not have us run the risk of appearing to operate two separate sets of communications.
