On 20 June a PSQ on Vice President and Director of Engineering s obtained and has been passed to for action. A Brochure with data on all employees and a scope or work paper was also passed to W As shown on the scope of work paper, the company would like a contract on a cost plus fixed fee basis. They will ask 10% profit, this is a higher profit figure than they have been able to obtain on any military project to date. They are currently battling with the Navy on a proposal to build the S-441 equipment unmodified and are insisting on 10% in that contract. The cost estimate of #48,,000 includes the $35,000 originally estimated for building the equipment, $10,000 for special problems associated with antenna mounting and repackaging in this special case and an estim- ate for $3,000 for field test assistance. 2. The company estimates that it will take them five months* to complete the first unit. They gave availability of parts as first reason for the five month period and when I offered to assist in speeding this up then said that their manpower available would not permit completion of the first unit in less than five months.## 3. Technical discussions led to the establishment of the following requirements and capabilities for the subject jammer. The jammer should provide jamming against both conical scan and C -W signals in the 8-11.5 Kmc. range, with self determination as to which was illuminating the equipment and needed jamming. Furthermore the device would not start jamming action until the illuminating signal had locked on to the carrier aircraft. These outputs should be isolated from the operating circuits of the jammer by cathode followers or similiar devices so that faults in the monitoring equipments would not affect the jammer operations.
