CEAL-+0477. 1. I talked with Dr. Herbert Scoville (AD/SI) a few days ago on the subject of 051 vs. DPD financing for certain items of common interest, like pre-amplifier and read-out equipment. I agreed with him that hence- forth we would adopt the principle that DPI} would finance equipment required for collection operations but would not again (I hope ever) get into the business of financing exploitation equipment to be used by intelli- gence production components such as 051 and PIC. This means that if pre-amplifiers are bought, we will finance them but that we will not pick up the tab for read-out equipment. 2. With respect to the pre-amplifiers, I stated that the reason for our suggestion that CSI finance them was our desire to compel the analysts to demonstrate their desire for the costly improvements in collec. tion equipment they frequently suggest. This prompted on my part a tong speech along lines familiar to you about the unpredictability and general shiftlessness of FLINT specialists. Dr. Scoville agreed with me on the insatiable and often ill-defended desires of these characters for more and better equipment. He agreed that we should insist, before spending DPD money in the future for improved or additional collection equipment, on thoroughly satisfactory proof of the need. 3.
