As you know; we have been giving considerable thought to
the factors that have a bearing on the selection of a development
and testing base for the joint ,Air Force/CIA Project OXCART.
Attached` hereto is a copy of a staff study which enumerates.t=je
man considerations involved and which concludes that
25X1 Iis the best selection that can be. made.' I find the reasoning
of this paper persuasive, but of course desire to.have the comments
of the Air Force before taking any action. I w6uld_g ppreciate
receiving the reactions.of the Air Force as soon as they can con
veniently be gathered.
