Subject f' U-2 Follow-On Program", dated 2 October 1959 (OXC-0019) 1. The two referenced communications have been on my desk for some time and I believe it is important to act on them without further delay. Although there is no great urgency about the revision of the CIA /USAF agreement, it may be vitally important for me to quote this agreement in the near future in discussing with senior Air Force Officer the status of Colonel Geary's office. If this need should arise I would be in a vastly stronger position if the review had been completed and the agreement reaffirmed at the level of General White and Mr. Dulles. 2. From a recent quick review of the agreement, which I discussed briefly with Leo, I am satisfied that little change is needed other than the omission of certain non-applicable portions. I would like to suggest that you have a preliminary meeting with Leo at your earliest convenience. I would also ask that Jim Cunningham join with you in view of his long association with these activities. If as I believe likely, you quickly agree on the necessary modifications and an amended agreement I would like to look at it and then start it on its way toward approval by General Cabell and Mr. Dulles on this side of the river and General White at the Pentagon. 3. In view of the imminent departure of General Cabell and of the above-mentioned contingent need to refer to this agreement, I would like to have a redraft if at all possible by the morning of 10 November so that it can be finally approved NLT 13 November. 2-C /Admin Br /DPD via ACIDPD USAF review(s) completed.
