SUBJECT Pay to Mr. Francis G. Powers
1. Several months ago when the May 1 Incident was more of a
current preoccupation than (mercifully) it is now, you raised certain questions
about the pay currently being received by Francis Powers. You took the
position at that time (with which I strongly concurred) that our public position
in response to questions should be that Francis Powers while in prison in
Russia is receiving no more and no lees than he is entitled to by the terms of
his contract. I believe it was also your view that this should not be merely
a public position but in fact our policy.
Z. I asked Jim Cunningham to look into the matter at that time and
I am attaching herewith a paper which sets forth the status of this matter. I
believe you will be satisfied that what we are doing is precisely what you wish,
and that the Agency position is being safeguarded in every appropriate fashion.
