Hycon's suggestion to place a camera In a Mercury capsule. I would
tike to have your views an the merits of this suggestion.
2. Somewhat along the tines of the HYCON suggestion is a
proposal that was presented to me for about an hour on t June by
representatives of McDonnell Aircraft Corporation. I attach the
brochure they left with me. The proposal is for an Atlas boosted
but unpowered aerobattis is vehicle containing a camera which, with
a payload of 600 pounds, would be capable of making around the world
flight on a programmed course with controlled recovery. I will not
try In this note to fill in other details, but I would be interested in
your views an this proposal as well. (The penciled list is of Air
Force personnel who know o the McDonnell proposal.) 25X1 A

The suggestion in the referenced memorandum is one of
these. The attachment is another. Broadly, the purpose of the kind
of senior but informal consultation that I am anxious to have would be
to (a) review the various proposals floating around for satellites,
ballistics, and reconnaissance, and (b) to elicit an expression of
opinions as to the rote of the Agency in any future developments of
