30.1535 -- Industrial Capital Investment in Communist China.
and I have both worked on this project in order to simplify
much of the unnecessarily complex prose, improve its organization, and
take care of some of the substantive problems such as internal contradic-
tions. The edited draft is to be retyped and ready for review upon my
return from Europe. Additional substantive changes in the repot will
probably be necessary.
30.20+3 -- Capital Investment in the Producers' Equi vent
Industry in Communist China. The first draft of this report is underway.
It is probable that it will. be submitted for branch review in July.
32.488 -- Industrial Investment Policy in East Germany.
Valuable new data have been receive over the past
several weeks. The data cover gross investment (including capital
repairs) and they give a more detailed breakdown by industrial branch
than was available previously. New problems of interpretation have
arisen, however, since the new gross investment series shows trends
which deviate, in some instances, from the "state" investment series
which we have developed from open sources. The two series cannot be
reconciled on the basis of our present knowledge of the East German
investment accounting system.
A new draft of the report, incorporating the new data, is
being prepared and will be completed in July.

has had to assume responsibility for coordinating I PE`s and I/MS's main
contribution to the Soviet NIL His report, which previously appeared
certain of completion this month, will not be completed until the middle
of July.

34.1928 -- European Trade in Machinery and Transport Equipment, 1950-57.
I have completed my review of this project and my comments and suggestions are
now being typed. I believe that this report pulls together the bulk of the
information on the machinery trade patterns of the European Satellites. The
basic research has been thorough and the over-all evaluation and analysis good.
It is in essential agreement with the recently published ECE report on Eastern
European trade. There are numerous areas in which the organization can be
improved and the writing and presentation clarified,. In addition, there are
numerous statements in the report that should be omitted, modified, or further
developed.
34.1930 -- Foundry Production - A Major Bottleneck in Soviet Machine
Building. Onl limited progress has been made since the last monthly report.
25X1A9a In early May, wrote the contribution to the Soviet NIE concerned
with the preliminary evaluation of the reorganization of Soviet industry.
25X1A9a More recently he has been also preparing for his forthcoming tempor-ry
translating assignment.
