Due D/I: 5 January 1959 Analyst: 25X1A9a The anticipated publication release date for this project is about 15 April. b) The following Branch Projects have been forwarded for Division review: This project has again been turned in for Branch review. It is still incomplete in that the finishing touches in the form of footnotes, explanations of technical terms, etc., have not been done. Additional work is required before this project can be final typed for Division review. It ip necessary, therefore to accept a reduced batting average and ask for an additional ex- tension of time for completion of this project. It is suggested that a due date of 1 May 1959 to D/I and 1 June 59 to St/PR be established. The project analyst, will begin work 25X1A9a on his next assignment, "The Electronics Industry of Hungary," while project 36.2377 is undergoing a complete Branch review. d) Project 36.2376, "The Impact of Guided Missile Requirements on the Electronics Industry of the USSR." The external research project proposed by this Branch concerning the electronics requirements for the B-200 SAN system has been re- viewed by the ETC Subcommittee on Electronics and Telecommunica- tions. Every member except Army voted favorably on the question of letting this contract. Army voted negatively and explained that this was because they could see no value to a continuation of the method of examining the US cost structure forapplicationa- to the USSR. (Note: For further detail see paragraph , aPa ,graph a, of this memorandum.) Status of Support Projects: a) The Branch contribution on the science and Technology was completed and turned in. b) The Branch research effort during the months of April through June is heavily committed to the 1959 NIE contributions on Guided Missiles, Air Defense, Military Expenditures and overall Soviet Capabilities. This research is being conducted within the frame- work of the 1958 NIE contribution, oriented to refine last year's estimates in air defense electronics, ground force communications, radar, ground support missile equipment, and industrial elec- tronics. Particular emphasis is being placed on the problem of re-equipment, retrofit, and depot spares. Research along these lines will help to refine the weaker segments of last year's con- tributions. c) Branch work on the USAF Project, "Production in Specified In- dustries of the Sino-Soviet Bloc," is partially completed. No difficulties are being encountered. 3. Changes in Estimates None. 4. Relations With Other Components. a) The Proposed External Research Contract concerning the Soviet B-200 SAM guidance and control system was reviewed by the EIC Subcommittee on Electronics and Telecommunications. All members except Army voted favorably. The Army member of the Subcommittee voted negatively, indicating that ACSI saw only slight value to continuing to use US cost information for analysis of Soviet production. The chairman indicated that a primary goal of this contract was to have the current knowledge of this Soviet system translated into detailed production input terms which could then be costed in Soviet terms. The results of the subcormnittee review will be communicated to the EIC. b) The Branch sent a representative to the first meeting of the SIC Subcommittee on. Electronics. This was done at the invitation of the Subcommittee Chairma.n., Dr. Odarenko. c) 25X1X1 25X1A9a d) participated in a COCOM list review at Wright-Patter- / son Air Force Base. Representatives were preset from State, Commerce, Defense, and CIA. The review included all the electronic items presently on International List 1, and a 'few recent technical development were discussed to determine areas where this list should be expanded. 25X1A9a e) The Branch briefed OSI, on the status of Soviet computer production, in connec ion with his assignment as the Agency Intelligence representative to the Comparative Evaluations 25X1A9a Group studying Soviet C uter technology. This was an initial briefing to provide with basic inforation on Soviet 25X1A9a computer plants and general levels of output. indicated that a later date he will probably request some written support for a more detailed statement he will prepare. 25X1 D2af) Arrangements were completed for a briefing of the AD/RR and several V of his staff by - Staff of 031. This briefing is intended 25X1 D2a to provide ORR with a better understanding of the type of source 25X1 D2a material available and indications of areas wherellllllllllllllllll~25X1 D2a 5.
