a. At the request of the DCI, a memorandum was prepared
jointly with GMD/OSI for transmittal by AD/RR and AD/SI
recommending that the DCI'sAd Hoc Panel of Consultants
(the Hyland Panel) should not be reconvened at present
'*tb re-examine the Soviet ICBM program. This memorandum
reviewed briefly the intelligence evidence on the ICBM
which had become available since the Hyland Panel's
report and concluded that it was not significant enough
to warrant consideration by the Panel $t this time.

brief the committee on behalf of CIA on!the most likely
areas of deployment for certain Soviet tuissile systems.
The Army and Air Force will make similar presentations,
in an effort to arrive at an agreed community position
prior to an Army briefing of the CCPC on. the same subject
on 5 March. The I/GM presentation willbe focused
primarily on ICBM deployment.

2. Status of Projects:
a. Changes in the status of three currently scheduled pro-
jects (37 6, 37_,,23$. ,_ and 37.2390) have been recom-
mended by separate memorandum submitted with the proposed
FY 1960 research program at the end of February.

3. Changes in Estimates:
GMAIC's reconsideration of the Soviet 700 and 1,100 n.m.
missile programs (see Item lh, above) res.lted in the follow-
ing revisions in current estimates:
a. The 1,100 n.m. missile is now estimated to be a new
weapon system, rather than a modification of the 700 n.m.
missile, as previously estimated; and'
b. The operational availability date for the 1,100 n.m.
missile is now estimated to be "in the latter part of
1958" (Air Force footnote : probably 1959), rather than
"in 1958", as previously estimated.
Administration:
D/Ch/E has completed his review of tl e functions, per-
sonnel resources and problems of the branch. To date, he
has agreed to: (a) assist the branch in achieving approxi-
mately the professional personnel strength authorized at
the beginning of 1958; (b) consider further additional pro-
fessional personnel requirements of the branch; (c) provide
additional clerical assistance; and (d) take action to
determine whether and to what extent certain current branch
analytical problems can be alleviated by machine data pro-
cessing methods.
5. Logistic Problems (III):
During a particularly critical period of omphaloskepsis
last month, the 'branch learned that it was in danger of
being consumed by a new and unprecedentedly voracious "con-
sumer". When a delegation first started to materialize out
of the woodwork in Room 1218 Que, we natur&lly assumed that
25X1A9a the DD/P representatives were arriving for' a special meeting
of task force (possibly even the "Inner Group").
Investigation revealed, however, that the visitors were
actually members of the order of Isoptera (pseudonym: termites).
The following quotation from an authoritative source
clearly indicates why termites should have a natural affinity
for this branch:
"In termite society, the individual worker
is an utterly selfless automaton. It never loafs,

never sleeps. Ceaselessly it toils for the welfare
of the community. Individually termites may be
weak and stupid creatures, but collectively their
society is strong and, in a sense, intelligent."
