Next meeting to be held on Tuesday, 1 October at 2 p.m., Conference Roca,
The Department of State has urgent need for Committee advice on the
Soviet long term exchange proposal. The US USSR talks on the exchange
situation will begin about 28 October and position papers must be
prepared prior to that time. A suggested version of the memo to t- e
Department of State and copies of the Subcommittee papers on which it was
based are attached. This will be the sole topic for discussion and it is
hoped. that a final version can be worked out at the meeting.
