1. The memorandum handed to Ambassador Lacy by Zaroubin
proposes the send of Soviet specialists to the US over a period
of 3 to 6 months in several industries.
2. In this connection, it is necessary quickly to prepare
statements of net advantages on these visits assuming they will be on
a reciprocal basis. Among other factors, the question should be
considered of the possibility of US industrial executives or senior technicians
absenting themselves from their positions over such protracted periods.
3. It will be seen that it is proposed discussing this question
at the next meeting of the IAC Ad Hoc Committee on Exchanges on 17 Sept.
The requested statements should be submitted to Ch/E by close of business on
Monday, 16 Sept. 1957.
