2. Submitted proposed introductory information for EIC-P-12, "Policies,
Performance, and Prospects of aoviet Agriculture, to members of the
EIC Subcommittee on Agriculture.

Research Techniques Course, which he had just finished for the Branch

The possible restriction of external research funds threatens to seriously
limit M/AG research efforts. Restriction of these funds also would be
quite embarrassing to the Branch and Agency, due to the fact that negotiations
for external research have been going on for some time.
