SUBJECT: Attribution of Authorship in ORR Reports
1. The subject proposal has been discussed with a majority of
the analysts in each of the Branches of the Materials Division.
2. There appears to be no particularly strong feeling in favor
of this proposition, whereas there is some strong feeling against its
adoption. Two D/M Branches are specifically opposed, two are mildly
in favor, and the other Branch is neutral. The concensus reflects
the feeling that attribution would provide no real advantages, although
many analysts are not opposed in principle. A minority feel that it
would be a disadvantage.
3. In view of the state of analyst opinion, and the reservations
felt at some echelon of management, we do not recommend adoption of this
