Acting, Chief, Industrial Division, ORR suBJECT: Comments on OSI "Think Piece" on Soviet Intentions and Purposes at the Administrative Radio Conference, Geneva 1. As requested in your memo of 2 October 1959, subject paper has been reviewed by the pertinent branches of the Industrial Division. 2. The following comments, submitted by I/AR, are keyed to material appearing on page 4, I. AERONAUTICAL, Discussion: a. Second paragraph, fourth sentence - Suggest omitting "Other heavy jet", since the only jet transport identified to date is the TU-104, and rewriting as follows : "Turbo-prop aircraft, after a period of intensive testing, are now entering service on domestic routes." b. Second paragraph, fifth sentence - Suggest rewriting to emphasize that Soviet airports are being greatly increased in number and only a relative few are being improved. c. Third paragraph, third sentence - This sentence conflicts with ORR's preliminary appraisal of Khrushchev's theses on Seven Year Soviet Economic Plan (1959-1965) which states under category TRANSPORT: "Although the Soviet civil air fleet continues to be publicized and the new civil air plans include the construction and improvement of 90 airfields, presumably to accommodate jet aircraft, the planned target for passengers carried for 1965 in (sic) only about one-third as great as the number US 71 airlines may be expected to carry that year 3.
