SUBJECT: Proposals for Pre-publication EIC Subcommittee
Review of CIA/ORR/ERA Research Papers
REFERENCE: Memorandum for Chairman, EIC, from Executive
Secretary, EIC, dated 16 June 1959, Subject:
EIC Subcommittee Review of ORR Papers
1. As a follow-up to the referenced memorandum I am attaching
hereto the subject "suggested" schedule of EIC Subcommittee review
of CIA/ORR/ERA research papers. This schedule was drawn wholly
from the FY 1960 Research Program of the Economic Research Area,
and has not been discussed with the producing components or the analysts
involved. It does not list all projects which might be suitable for such
review and, in all likelihood includes some which are unsuitable. Some
might be more appropriately reviewed by a Subcommittee other than the
one indicated or, as appropriate, by two Subcommittees working jointly.
2. It seems to me, if the EIC is to make any "progress" in
meeting more fully its implicit, as well as its explicit, responsibilities
that the initiation of such a program would materially assist it towards
that end. I understand the reluctance of the ERA to commit itself
firmly to any program such as this; at the same time, I believe that
a part of this reluctance is the result of an ERA sensitivity to an earlier,
but presently nearly non-existent, attitude of some EIC member agencies.
3. I suggest that the ERA discuss the attached suggested schedule
and that ORR reach a policy decision with respect to the advisability
of implementing the proposal in this, or some other, form.
