Below are suggested revisions to the subject draft. He has marked the places concerned in the text: 'are1. 2. "This is a boast not likely to be realized in the foreseeable future, etc. " Suggest changing this to, "in the next decade, " as more specific. Many people now do believe that the Soviets will overtake us in the foreseeable future. ^s w , ra 1. "Then though they had an atomic power. etc. " change to, "they had no atomic wed." The first Soviet atomic bomb was not exploded until September, 1949; the term, "atomic power," may be interpreted as the generation of industrial power from atomic energy. " The definition you give of a nuclear stalemate later in the same pparagraph, describes a situation which already exists between the U. S. and the USSR . ra Z. Delete, "in a short spars +f years, "and change "will be equipped;' to "are equipped, " for same reasons as the recommended change on page 4. The forward looking aspect of the nuclear stalemate, it seems to me, is the Soviet concentration of research and development funds to break out of the nuclear stalemate, that is, to resolve the present stalemate in their favor. ra. Would delete, "sixth or seventh TRM th es of the world" as apt to be confusing, since it refers to 1913, and not to 113428; further, the paint is already covered by the phrase, "from a relatively low base.
