Subject: Reports on krocurement of Strategic Metals by Poland and Polish Aping Methods. 001-7 2. Reference: 25X1 A 10 November 1954. 3. Summary: The reference document reports the use of the Polish Commercial Attache office in Brussels as a clearing house for kolish Procurement Efforts in Western Europe. 4. It indicates that the koles are attempting to procure cobalt which is being supplied by Germany and France. Nickel is being supplied through England. Poland has contracted to purchase 400 tons of aluminum monthly, which is being supplied through Germany, bwitzerland, Belgium and tngland. 5000 tons of copper have been ordered since Aril. 't'his is being supplied by Germany, England and Belgium. The Poles attempt to move strategic materials on their own vessels. Double shipping bills are made up on the strategic goods. In addition to this method, there nave also been indications that the Poles arrange for the mislabeling of strategic chemicals which can then be forwarded with no difficulty. See State D'913, Hong Kong, 1 December 1954, which is a report of an in- terview between the Finnish Consul at Hong Kong and the master of the BORE VIII who stated that he had orders to submit a false manifest at any port on the outward voyage to China.
