As a result of disci.is pion .; at the Second Luropean ci,DO Conference
held in Paris 4ovvcinlber 15-19, 1954, it has been decided to distribute

An inventory of tie 362 cases established since January 1, 1954, is
enclosed. J.n the future the Lepartmen G intends to transmit regularly,
on a bi-weekly basis, a s,..gplement to the inventory listing t ,!e !)CNN
cases ci ~riri, tiho per. od together with a brief summary of
each ca;,e/. ii. s .hoped that t.ie inventory will prove helpful to the
field in a_rid.ieati nt. the d:version cases being followed by the inter-
ested agencies in -+ashington and in evoking from posts not izmraodiately
concerned w: `.t]':, a particular case supplementary information concerning
the per ;orve or l i.r_,~s involved. -To assist the field in foll.oaring such
case:;,, u+ashingg?ton now is indicating on outgoing instructions, as part
of the s,,ibjnct title or at the appropriate point in the body of the
rn:cssa;;o, nurnib;-r of the relevant DCN Base. Posts are encouraged
to submit fur modifying or improving tie inventory in the
l it ht of experience.
It "L.I.L be noted. that no atteript has been made on the inventory
to indicate the priority assigned to a case. This is because a "case"
is established more or less automatically on the basis of communications
\r'ece a.ved from or sent to the field., especially when it is anticipated
that there may be a number of communications exchanged subsequently
b taeen f''oreign Service posts or between Washington and. the field.
Fqr example, a diversion or possible diversion revealed by a Bonn
y;Ln?~ercept is not normally made a "case" until a follow-up message
s received from another Foreign Service post or until addit.i.onal
inf or{riation available in ~iasirington warrants a message to the field

than standard priority, this fact is communicated to the interested posts by means
of a follow-up telegram or instruction. Tb.~ absence of such a communication should

It has been suggested by ''r assy home in its despatch 1258 of December 14,
1954, that for educational value the Diversion Control 4etwork might aitteurpt to
make available to the field final case summaries on a routine basis. 9hhis
suggestion is still under con.siderrtion. However., it is believed that at least
for the time be-.Lng available resources can most profitably be devoted to collating
the current information being received from all sources on new diversion activities
and on the basis of this infon.at.on, furnishing the field (a) with supplementary
information indicating possible ne::~rr leads, (b) with name intelligence summaries,
and (c) with s imries on the possible relationship between cases. However,
