training course be instituted on an annual basis for
junior operations officers who volunteer and who, for
the most part, will be JOTs or former JOTs, thereby
expanding the individual's qualifications and fulfilling
a need for such personnel for contingency situations as
well as providing a planned replacement program in
functional field;
