24 February 1960: Meeting held in the Office of the Deputy Assistant to
the Secretary of Defense. Brig. General Edward
Lansdale; Capt. Burns Spore,
Mr. Matthew Baird; and Ur.
CIA Proposal by Mr. Baird - That there appears to
be a need for authoritative orientation lectures at
senior war colleges in order to officially describe
the authority. functions, and activities of the Central
Intelligence Agency.

of the Air Force
Air War College and Command and Staff College
do not require CIA lecture on Organisation and Functions,
CIA; but would appreciate writeup, to review for possible
presentation, of orientation information CIA believes
schools should present. Wish to continue present CIA
lectares on special subjects.
960: Response from Director of Naval Intelligence (Leigh Winters)
Naval Postgraduate School. Monterey; and Intelli-
gence School, Anacostia: interested in possible lecture
on Organisation and Functions, CIA; Mission CS: end
CIA Support of Military. Direct CIA liaison with schools
is recommended and authorised.

DTR visited Air Uaiversity and discussed proposal with
representatives of the Air War College sad Air Command
and Staff College. Proposal accepted, and presentation
will be made by Messrs. Lyman Kirkpatrick, Matthew
Baird, au on 14 July 1960 before the
combined faculties of the Air University.
DDTR visited Army Command and General Staff College.
Proposal accepted to:
Explain the place of CIA in the National Intelligence
Family
Explain the organisation of CIA
Explain CIA support to the Services in establishment
and conduct of unconventional warfare.
Lecture outlines being prepared for presentation to
faculty representatives in July.

at Naval Headquarters being reviewed. The faculty will
request amendment to this course and advise as of action
directed by Headquarters.

0: DTR visited Naval War College with DCI. Commandant
interested and arrangements being made for scheduling
in next course.
DTR visited Army War College. Commandant and faculty
interested and desire an orientation presented with an
open frankness regarding operational activities.
Summary
It can be safely said that all defense schools which and I
visited will wish CIA presentations in their 1960-61 courses. We found
some hesitancy wherever we went on including a presentation on the Clan-
destine Services because the service schools did not believe we would be
candid enough in our presentation to make it worthwhile. The Air War
College and the Armed Forces Stall College both required dry runs.
convinced the people at the Armed Forces Staff College
that he could give the type of presentation they wanted. and I feel certain
that Lyman Kirkpatrick will do the same when we go out to Maxwell Field
on the 14th of July. Mr. DuIles1s talks at the Naval War College and the
Army War College this mouth "sold" these two institutions without my
having to do anything in addition.
Wherever Robert Amory has been speaking he is wanted back, and I
propose to use Mr. Kirkpatrick wherever possible on the Clandestine
Services presentations and on the straight CIA presentations
as required.
