1. On 11 January 196 and I had lunch with
Lt. Col. John K. Singlaub, U. S. Army, currently a student at the Air
War College at Maxwell AFB, Alabama. Col. Singlaub remarked to
us how very much impressed he has been with the high calibre of the
speakers who have addressed his class. He was disappointed that
there had been no CIA speaker to describe the functions and responsi-
bilities of this Agency. He believes that CIA is missing a golden
opportunity to inform responsive groups of officers of our mission in
peace and in wartime, a subject pertinent to the course of instruction.
In fact, he believes it to be imperative that we put our best foot for-
ward, for he has noted that there are a minority of officers who are
openly antagonistic toward CIA. These officers, uncontested, leave
with the class various unfortunate attitudes, prejudices, and mis-
conceptions of CIA which can later handicap Armed Forces-Agency
relationships. It seems urgent to him and to us that these unfavorable
or false impressions should be offset by a straightforward, factual
presentation by CIA at the several senior, Department of Defense
schools and colleges.
2. Col. Singlaub is well qualified to comment in this regard
since he has had extensive experience in intelligence
25X1A 3. Col. Singlaub's comment and suggestion have been discussed
25X1A with and strongly endorsed byl CIA's president of the
25X1A class oflI the National War College, and OTR
Registrar, who is intimately concerned with the assignment of CIA
students and speakers to the armed services schools.
