suBJECT: Agency Reserve Training Matters
1. New Requirements for Military Education for Reserve Officers.
In the Agency Reserve training meetings held on Tuesday, 20 September
1960, the Agency's military reserve officers were forewarned of new
Army Reserve training policies affecting the promotion and retention
of reserve officers. For example, Military Intelligence reserve officers
will be expected to maintain the same level of professional know-how
as their active duty counterparts. This is supposed to be accomplished
through education and training. And this presents special problems to
Agency reservists:
a. While the present Agency Re serve training program,
with its three-year cycle, is acceptable to the Armed Forces
for purposes of amassing retirement points for training duty
(one point for each two-hour meeting and one additional
point for each two-hour stint as an instructor) , it is not
acceptable for purposes of satisfying military education
requirements. The latter must, therefore, be accomplished
through (1) correspondence courses, (2) the 12-15 days'
annual active training duty, preferably now at a school,
and (3) attendance at local USAR schools at Fort Myer,
Virginia. (The latter, for the most part, are reported to
be pretty poor.) The reserve officer would probably do
better as a military reservist if he joined a non Agency
reserve unit and accomplished strictly military training.
b. This, however, is difficult, and besides, CIA
wants its military reserve officers to belong to the "Agency
units" and to participate in the Agency Reserve training
program which is geared to the Agency's mobilization and
war plans.
c. Last, the opportunities for really pertinent reserve
training, other than for tedious and time-consuming cor-
respondence courses, are limited, and the word does not
get `round. It is understood that MMPD, despite its sin-
cere efforts, is not always made aware of training opportunities.

2. A further complication is the training at The
latter, if possible in FY 1961, will meet Agency Reserve training
needs, and serve to give training "points" to reservists but not
training credit as military education. In addition, MMPD notes
that theme staff has recommended to DD/P that Agency reserve
officers take the Contingency Force refresher course (three weeks
for two weeks` military credit as well as Agency civilian training
credit) . The Contingency Force training can hardly be given military
credit, under the existing "rules." On the other hand, some military
training is very pertinent to Agency needs and it ought to be reflected
in the individual employee's Agency Training Record. R/TR has sug-
gested that this be done.
3. It is, therefore, recommended that
a. The OTR Bulletin regularly publish announcements
of military training opportunities open to Agency reservists.
(Information for such announcements would be provided by
MMPD, and the latter would continue to handle enrollments
and other administrative details.)
b. OTR, in the course of its usual liaison with Army
schools, etc., give appropriate assistance to MMPD in
unearthing additional training opportunities.
c. Military training, accomplished in regular schools
or courses, be entered in the Agency Training Record.
