The Regulation is recast to delineate more clearly between the g -, language Development Pr r m and its AghgA0 prog rtth of Awards, and to highlight the former. This is accomplished primarily by rearranging and reparagraphing the material in the Regulation. 2. Some of the concepts of the Awards Program are modified to shift emphasis from a "generalized" and largely undirected interest in language study to a greater concern for the AWy of languages being studied. This is accomplished primarily by: a. Defining language awards as benefits granted in recog- nition of achievement or maintenance of proficiency in languages which individuals "may, ec 12 nt z Mj&Ahk l=2 a&siopmesnts. " b. Requiring applications for awards to be endorsed by appropriate Heads of Career Services, or Operating Officials, who are responsible for determining the possible utility of the language skills Involved. 3. Effective 1 July 1960, amounts paid for the following language awards would be out in half: a. All maintenance awards. b. All achievement awards at the elementary level. a. Achievement awards for speaking knowledge of Group fH languages. SIGNIFICANT DAM 1. The revised draft requires applications for language training to be supported by language aptitude or proficiency tests, as appropriate, and also requires proficiency testing at the conclusion of training periods. n. 0.
