We now are considering suitable reorganization to accommodate to various changes in personnel and programs. 2. As I stated the other day, I long have believed that we need equitable and realistic criteria as a basis for tutorial training expenditures. For seven years we have endeavored to control expenditures for tutorial training by Judgment, counselling, negotiation and education, while never denying it. even when approval was contrary to an assessment of realistic values; but we have performed this without the guidance of officially accepted criteria. I feel that our experience of these seven years augmented by the more substantial experience with the tutorial program of the past several months will permit creation of policies and practices to be adopted officially for the benefit of the Agency in terms of training, economy, security and administrative procedures. This is possible only because of valuable recent and current experiences, which, significantly, have been possible only because of your important "break-through" of barriers that no longer will impede conduct of a sound program. - study and recommendations should create a basis for sound policies and practices.
