Corarents on SR Division Training Fiemorandum
SR Division Memorandum for DDP Training Officer, dated 11 Pay 1960,
Subject: SR Division Training Requirement for Calendar Years
1960 and 1961
1. Comments of the Operations School on referenced memorandum
will be limited to those paragraphs referring to courses being con-
ducted by the Operations School.
The following references are to appropriate paragraphs in
the SR memorandum:
(ga) As you are aware, the DDP Training Office and CYTR
are presently re-examining the Clandestine Services Liaison
Operations Course. In regard to the co rfnent concerning the
type of officers who have taken the course, a survey of the
eleven courses conducted to date indicates that the selection
of officers for attendance at the OSLO Course is primarily
a responsibility of the DDP Training Officer and a matter
upon which he must make a decision. In regard to the con-
desires of the Clandestine Services for future runnings.
(sb) The Operations School will be happy to discuss with
representatives of SR Division their concept of training case
officers "within the framework of a specific and non-theoretical
denied area situation." We are not at all certain that we under-
stand the basic difference between what you may call normal opera-
tions and denied area operations as envisaged by SR Division.
(sc) 1 cannot agree that training on a half-day basis with
the individuals enrolled for training being at the constant call
of their respective desks could have a favorable result from a
training point of view.
(sd) As I see it, you. can't satisfy everyone. The R com-
ment is that some of our courses are too detailed whereas other
individuals have commented that we do not dig deeply enough
into a subject. Personally, I would prefer to err on the side
of too much rather than too little.

have no comment to make about this stateent,
(sf) It is suggested that the DDP Training Officer refer
this comment to the CI Staff; and if that Staff agrees, the
Operations School will be happy to discuss either modifica-
tion of present courses or the development of a more advanced
Cl Operations Course.
(g) This convent falls in the same category as that in
(se) to which I have no statement to make.
3. Basically, it seems to me that these con rents and proposals
should be handled by the DDP Training Officer in connection with the
needs and requirements of this Division as well as other divisions
in the Clandestine Services after which O R should be informed of
the over-all Clandestine Services requirements. As has been stated
before,. Inds can't win them all.'" Trying to satisfy the needs of one
division may quite possibly cause failing to meet the requirements
of the othe re..
