SUBJECT: Immediate and Continuing Photo
Reconnaissance of Communist China
1. The Committee on Overhead Reconnaissance
recommends in the attached paper that the United States Intelligence
Board approve a comprehensive photo reconnaissance program
against selected objectives in Communist China, This program. in
addition to intelligence objectives takes into account the need for
periodic recoverage of targets in relation to. the current
Communist Chinese buildup and strategic considerations.
2. It should be noted that as of this date permission
exists for six TACKLE missions, three against South China and
three in the area of Communist Chinese buildup opposite Taiwan.
These will be accomplished as rapidly as weather permits and
should meet some but by r,.o means all. of the requirement set
forth in the comprehensive program.
3. This paper is placed on the agenda for the
meeting of 27 June, at least for preliminary consideration.

SUBJECT: Immediate and Continuing Photo
Reconnaissance of Communist China
1. The Secretary of Defense has directed that a
comprehensive photo reconnaissance program versus selected
objectives in China. be developed and implemented at the
earliest possible date. He has also directed that certain of
these objectives relating to the current Taiwan Strait situation
be covered on an urgent basis.
2. The Committee on Overhead Reconnaissance
considers that the following program will meet the requirements
of the Secretary of Defense:
a, Obtain, during the current crisis
and on an urgent basis, complete high resolution
photography of Priority Photo Objectives on the
ChiCom mainland opposite Taiwan in order to
determine the nature and characteristics of all
ChiCom military capabilities in this area. The
specific objectives and frequency of coverage
required are outlined in Tab A.
b. Obtain., on a priority basis,
complete initial high resolution photography
of the priority objectives in South China. that
are related to the current Southeast Asia
situation. These objectives. are listed in. Tab B.
c. Obtain, at the earliest possible dat .,
initial high resolution photography of the p:ric,r .ty
objectives in NE China that could support ChiCom
military efforts in the Korean area. These objectives
are listed in Tab C.

These objectives are listed in Tab D.
e. Provide surveillance photo coverage
of certain selected priority national intelligence
objectives in China on a periodic basis, with
frequency of coverage determined by the need and
type of information required in order to assess
on a continuing basis trends in critical military
and strategic areas. At present these objectives
and recommended frequency of coverage are
listed in Tab E.
3. Recommendation: COMOR recommends that
the program outlined be approved by the United States
Intelligence Board and forwarded for consideration by
appropriate higher authority.

PHOTO OBJECTIVES RELATING TO TAIWAN STRAIT SITUATION
Three primary objectives exist:
First, initial photo coverage of all key military targets in area
of immediate concern opposite Taiwan.
Second, initial photo coverage of selected coastal areas, key
rail and road routes, and trace routes over suspected troop concen-
tration areas.
Third, weekly surveillance of selected key military targets in
order to assess any changes in order of battle or capabilities that
may occur in this area.
Following are the key targets on which initial coverage is required in
priority order:
1. Amoy Area - 2425N 11830E. Complete photo coverage of area
within 50 NM of Amoy. Provide info on all order of battle categories,
with emphasis on troop concentrations, supplies, sealift concentrations,
weapons, etc.
2. Fu Chou Area - 260ON 11945E. Complete photo coverage of area
within 50 NM of Fu Chou. Provide detailed order of battle, with emphasis
on troop concentrations, supplies, sealift concentrations, weapons, etc.
3. Swa Tow area - 2325N 11640E. Complete photo coverage of area
within 25 NM of Swa To>v. Provide detailed order of battle, with emphasis
on troop concentrations, supplies, sealift concentrations, Weapons, etc.
4. Coastal Area from Swa Tow (2325N 1164oE) to Lu Chiao (E 32 12124E.
Complete vertical coverage of coast, to include area 25 NM inland, the
coast,, and key offshore islands. Provide information on troop sea--
lift, supply or weapon concentrations.
5. Rail line from Amoy (24271 1l80
