20 March 1963; Subject: "Deliveries of System 9A
Equipment" (IDEA- 1133
1.. Although the subject matter of the reference is not direr
to my present levy upon you, it did remind me to ask you to took into the
question of where we stand with regard to the installation of the systems
on the SAC aircraft.
25X1 A 21. told me early last week in response to my query
office had a copy of a letter from General Power, presumably dated
23 January 1963, reaffirming his stand of 10 November 1962, endorsed by
25X1A General Taylor. that should not be committed over
Cuba. Not having the text in front of me and getting precious little detail from
Honey-well, I asked him how he determined that there was no desire on C's
part to move ahead with the installation of these systems in view of Colonel
earl's interest earlier in March on the same subject.
3. At this point I received a constant stream of gobbledygook from
Honeywell, which I believe was directed toward leading me to the inference
that AFIGO-S did not really have a copy of the message at all, but had merely
had its content reported to them.

4, 1 mentioned this subject to Dr. Scoville after having talked to
since as you know, to moving ahead on
an overtime basis to complete the full carer of fourteen sots. Pete and I felt
that if What Honeywell said had any substance, we would be advised to tell
10 slow down in order to permit not only better quality control on the

manufactured item, but also to cut the cost of producing it. Dr. Scoville
then said that he was under the impression that he had seen a directive from
the Secretary of Defense, telling SAC to proceed forthwith to install these
systems on their Uw4's. Dr. Scoville was not sure where he had seen this
paper. but he did associate it with the D/NRO. In the meantime he asked that
we not do anything to detelI from moving ahead on deliveries as fast
as possible,
