Apparently NPIC. has been the recipient of preliminary 5X1A overtures fro Chief, Procurement Division, UL, the effect of which is to solicit NPIC to have Procurement Division contract for this equipment with Eastman. 5X1A Z. raised with me the question of the propriety of having 25X1 undertake it as an USA function invvtew of our extensive and 25X1A compartmented contractual relationship with Eastman on film and camera procurement. Preliminary discussions betwee 25X1A and with the impression that Contracts Division, U., could undertake this procurement in stride, and further that Security was inclined to the view that in any dealings with Ed Green on matters of this sort, it would be better to work with a single contracting system rather than otherwise in view of additional people who would need to be cleared to do the job properly in Contracts Division. 5X1A 25(1A y, although I am certain that Ed Green would prefer to deal directly 25X1 and company on all matters which relate to this Agency. The money for this equipment is CIA funds, according too and while the DIA as a partner in NPIC concurs in the procurement of this equipment, they do so in principle only.
