PURPOSE The purpose of this memorandum is to summarize Secu- rity support rendered by SS/OSA to the R-12 Program from 15 April 1963 to the present. II. GROWTH OF R-12 PROGRAM Since the previous report, technical study programs have been concluded by the various industrial suppliers competing for production contracts on the R-12 Program. All proposals were hand carried to WPAFB by contractor re resentatives designated by SS/OSA. The PHOTO proposals were delivered on 15 April, the and the Data Integration packages were on pril , mitted on 30 April 1963. Colonel Templeton's staff is pre- sently reviewing in detail a total of eleven (11) proposals representing competitive study results on the system:, men- tioned above. Decisions regarding the awarding of contracts have not as yet been made, but are expected within the next few weeks. However, in the coming months, considerable coordination and cooperation between these two groups will be necessary. has been contracted for ug Year, and the R-12 Program will obviously continue to expand rapidly. Contracting on the various sub-systems described above will take place in the very near future. This cannot be pro- perly and efficiently effected without close coordination between CD/OSA, SS/OSA and WPAFB. IV. SECURITY POLICY 1. Philosophy The primary objectives in the Security administra- tion of the OXCART/KEDLOCK-EARNING Programs remain the protection of the existence of both Programs and the pre- servation of the OXCART mission and the state of development of its vehicle. The latter can be accomplished only by absolute compartmentation between the Projects. In other words, an individual cleared for both must be fully aware that the two Programs are entirely different operations, and he must be familiar with the topics that would compro- mise OXCART to a person cleared for KEDLOCK only. It is expected that as both Programs progress, the differences between them will become more and more pronounced, and stress or compartmentation in briefings will become more and more vital. Clearance action during the past few weeks has slowed somewhat, since competitors were previously given the clearances necessary for the study period and have not yet entered into production. However, a drastic increase in requests for clearances is expected in the immediate future. Brief ings A representative of SS/OSA continues to brief key Government and contractor personnel approved for a KEDLOCK/ Phase III briefing, during which CIA responsibility for contracts and Security is revealed. Plans are formulated to effect immediate debriefing of all personnel working for suppliers unsuccessful in bidding for an R-12 contract. V. SECURITY REQUIREMENTS 1. Miring the n eriod, I land 25X1 1of SS/O visited to review from a Security/management viewpoint all proposals submitted by contractors. For his consideration in evaluating the pro- posals, observations were then submitted in writing; to Colonel Templeton, based on review of the proposals and actual Security experience with the suppliers. As previously mentioned, Security support will be of increasing importance to WPAFB in the months to come. 2. Visits to Contractor and USAF Facilities In order to ensure the continued effective- ness of an R-12 black procurement, and in order to brief key personnel on current Program developments, a total of eight (8) facility visits were accomplished since the pre- vious report. Attachment #1 to this memorandum is, a chronological lis addition to the trips enumerated, has visited Colonel 25X1 Leo P. Geary, R-1 System Program Director, and Colonel Ray- mond S. Rife, Executive Officer of Office of Special Investi- ations (OSI) to discuss current OXCART/KEDLOCK activities. OSI, has been assigned to SS/OSA to become thoroughly familiar with OXCART/KEDLOCK Security techniques and to assist in their implementation. has 25X1 also visited E: J 25X1 to review Als support to UXUAKE/KEDLUCK. As the R-12 Program expands, the need for assign- ment of a CIA Security Officer to Colonel Templeton's staff at WPAFB becomes progressively more obvious and urgent. Colonel Templeton's office is and will continue to be the operational fulcrum of the R-12 Project. In addition, this office provides vital support to the IDEALIST and OXCART Programs. Of particular concern, as previously noted, is the threat of exposure to OXCART presented by KEDLOCK. VI. CONCLUSION The R-12 Program is clearly an ambitious endeavor which will have a tremendous impact on industry and Government. At this stage of development, the eventual scope of the Pro- ject appears boundless. Numerous exigencies of a Security nature are expected to demand attention in the future.
